	Nope.  The person or organization that owns the domain decides 
how long people should cache their records.

	You control your domain, you control how long your records are 
cached by others around the world.  I control my domain, I control 
how long those records should be cached.  Mark controls his domain, 
and how long those records should be cached.  AOL controls their 
domain, and how long those records should be cached.
