Kevin already explained why, perhaps you should re-read his post more 
carefully.  Of the servers you've tried, only USC's servers are 
getting queries frequently enough that the authoritative (but 
outdated) NS records it keeps re-fetching from ns?.pbi.net never 
expire from cache.
