circular ACLs, named and named-checkconf inconsistency

Well it already does semantic checks (ex: it can be made to load the 
zones in the configuration file). I thought this was something nice to 
have, too. Ideally, named-checkconf could detect as many named.conf 
errors as possible, and this doesn't sound like a very subtle error.
