I believe that different DHCP server implementations may use a
different set of pre-requisites when building a DDNS packet. I am not
an expert in DHCP.  RFC 2131 (DHCP) does not mention DNS, I believe.
There are a number of DHCP-DNS draft RFCs:

     draft-ietf-dhc-ddns-resolution-05.txt  (November 2002)
     draft-ietf-dhc-dhcp-dns-08.txt   (September 1998)
     draft-ietf-dhc-dhcpv6-opt-dnsconfig-02.txt  (October 2002)

I do not know if any of these has a newer version.  A Google search
will tell.
