caching temporary failure.........

In RFC 1123 they have meniton caching of temporary failure....
in bind 9 we have temporary failure (EAI_AGAIN).... (in file gai_strerror.c
& many other files are there)
does it mean,  say the resolver sends a query to a server for no. times
(maximum retransmission time)
& the server dint reply & it caches this failure (for a period of order of
miute)......now if any application again wants to send the same query to the
same server(within that period), the resolver wont send it to the
server...coz of those available cache information...
If it is..then is it implemented in bind9....
please comment
