How to get BIND to query the right server?

No, it's just random luck.  Some of the GOV nameservers are working 
properly, others are not.  Machine 1 was lucky enough to query a good 
one, while Machine 2 happened to query a bad one.

You could try clearing Machine 2's cache, and hope that it lucks onto a 
good server the next time it needs to access the GOV domain.
