LOC rr parsing

Can anyone help me with LOC fields.  I have an app that needs to display
these fields in some kind of human format.  I read the rfc, but can't seem
to make sense of how to do this or the formulas to use.  I can get the byte
fields size, horizpre, vertpre and latitude (etc)  ints ok, but don't know
what to do with them to convert to an output format.  Any samples or links
would be appreciated.  Cheers.
