transfer not working

I have 2 DNS: 195.141.143.36 and 195.141.143.37

On both are the ports 53:tcp and 53:udp open. When I try to do a transfer
from .36 to .37 with the command 
"rndc reload document.ch IN default" I get this in the message log of .37:
