That would be kind of useless in terms of redudancy, if you needed to
have both of your nameservers up all of the time (would be a perfect
situation though). One nameserver serving up your domains should be
enough to at least keep them running, although lookups could take a bit
longer.

I'm afraid so, but can't say much without you mentioning the specific
names and nameservers :)
