not exactly. within each cluster we use ospf (ecmp) for load balancing.
on the larger internet we use bgp for load balancing. note that bgp load
balancing is a form of cost-shifting, and should only be done for prefixes
of measureable public benefit (to offset the measureable public cost of it).
