Can nsupdate be used to safely Modify any Part of SOA Record?

Yes, just "add" the SOA RR with different RDATA values than the existing 
RR. Whatever else you change, though, just make sure to increment 
SOA.SERIAL, otherwise the update will get silently ignored.
