All BIND nameservers need access to root zone information, in one form
or another. If you're on an isolated network, then you need to set up
your own root zone and make your box master for it. Other boxes on the
same isolated network will then be slaves or have "hints" files pointing
at these root servers.
Since root zones aren't particularly different from other types of zones
-- in a way, they're simpler because you don't have to worry about
delegating the zone from its parent -- any general guide on DNS and BIND
administration should cover the details. The "bible" for this area of
interest is the _DNS_and_BIND_ book from O'Reilly.
