need to start, stop and start again to run bind properly

Are the options passed to named on boot are different to those
when it is run from the command line? My guess is perhaps it
picks up a different named.conf or even a different version of
named.
Eek running named as root, there was an excuse before BIND 9 for
running non-chrooted, but now there is no excuse for not running
as a chrooted, ordinary user.
