8.3.2 problems with "ndc reconfig"

Running 8.3.2 on
    FreeBSD 4.2-RELEASE
    FreeBSD 4.5-RELEASE
causes bind in a loop, when doing a
    ndc reconfig

truss shows
    [ ... ]
    sigprocmask(0x2,0x80f8a60,0x0)                   = 0 (0x0)
    sigprocmask(0x1,0x80f8a60,0x0)                   = 0 (0x0)
    sigprocmask(0x2,0x80f8a60,0x0)                   = 0 (0x0)
    sigprocmask(0x1,0x80f8a60,0x0)                   = 0 (0x0)
    [ ... ]
and bind is running on 99% CPU, not answering any more.

Anyone else seen this?
