Rndc problem

I just installed BIND 9.2.1 on a Freebsd 4.5-RELEASE box, and I'm getting
the following log messages:

Jun  4 18:19:17 fcdns01 named[136]: none:0: open: /usr/local/etc/rndc.key:
file not found
Jun  4 18:19:17 fcdns01 named[136]: couldn't add command channel
127.0.0.1#953: file not found
Jun  4 18:19:17 fcdns01 named[136]: none:0: open: /usr/local/etc/rndc.key:
file not found
Jun  4 18:19:17 fcdns01 named[136]: couldn't add command channel ::1#953:
file not found

When I've tried to run rndc-confgen -a, the command just sits there and does
nothing. I'll wait and wait, and still nothing. Finally, I have to kill the
process (ctl-C). Anyone recognize this problem?
