Steve,

Notify and TTL's are not related.  Upon receipt of a notify, the
slave will initiate a Refresh.  That is to say, it will check the
master's soa serial, and it is larger than the one the slave has
currently, the slave will perform a zone transfer.

TTL's do not count down on master/slave zones (zones for which your
name server is authoritative).  TTL's count down for information in
cache.
