It would help to know what version of BIND you're running
(assuming you're running BIND--but if you're not, this is the
wrong newsgroup).

If you have a very old name server that actually supports
IQUERYs, the answer to 1 is to recompile it without
support for IQUERY.

If you're running BIND 4.9 or later, the answer to 2 is to
use the xfrnets directive.  If you're using BIND 8 or 9, use
the allow-transfer substatement.  You might want to see
