ISC makes both a DNS and a DHCP server, and I hear that they work very
well together. BIND works fine on Solaris 7 and Solaris 8 (I assume
that's what you meant since there's no such thing as Solaris 2.7 or
Solaris 2.8). Don't know for sure about the DHCP server, but the ISC web
site seems to indicate that the 2.0 server works on Solaris 7 and the 3.0
server (which is still in "release candidate" stage) works on
"SunOS-5.8-Beta" (i.e. a beta version of Solaris 8). When it goes to
final release, I'm sure it'll run on both Solaris 7 and Solaris 8.

That's a matter of local policy and DHCP server capability/configuration.
The DNS server can't really enforce anything here, since it doesn't know
what updates are "legitimate" and which aren't. I'd suggest asking on a
DHCP list how to deal with this situation.
