TSIG and zone xfers to BIND 4.9.4 from 9.1.3 nameserver

Upgrade the BIND server on your Windows NT box to BIND 8.2.5-REL and then
you can use TSIG. You can even upgrade to BIND 9.2.0rc6 which is also
available for NT.
