I'm not sure what "not connected and left idling to DHCP" means. Is it
connected *physically* to something that provides Internet access or isn't
it? If it's not connected physically, what do you mean by "left idling to
DHCP"? Note that if you only have one working IP address, in the 192.168/16
range, you're not going to be able to communicate with the Internet
effectively. See RFC 1918. In that case, you shouldn't have an Internet root
hints file at all, you should either forward to a better-connected nameserver
(if you need to resolve Internet names for some reason) or set up your own
internal root zone.
