Your confusion is that you were thinking that the last
field of the SOA record was the TTL. It is not. It is
called "MINIMUM" and it is not optional.
The TTL, if explicitly there, is after the owner name.
e.g. 0.0.127.in-addr.arpa. 3600 SOA ...
Every record has a TTL.
