forward zones in bind 8.2.3

Is balance.foo.com properly delegated from foo.com?

What kind of response is the client seeing? You can tell this by using a real
lookup tool like "dig" or, if you insist on continuing to use nslookup,
specifying the "-debug" option so you can a better idea of what it's doing.
