Dynamic Updates or Incremental IXFRs

Ok so we have "apples" & "oranges".  However, they seem to work
together.

According to RFC 1995, when we use IXFRs & nsupdates we are supposed to
"dump" the zone to non-volatile disk space before we allow IXFRs.

Is there a way to do this in Bind 8.2.3?

Suppose also, a person doesn't want to use Dynamic Updates, can he/she
still use IXFRs?

If so, how?
