Most people don´t.  But lawyers need those signs.  Negligence, liability.

It´s like those stupid "talking trains" in DFW:

The doors are closing
The will train now will move
The train is moving
The will train will now stop
The train is stopped
The doors are opening.
The doors are closing
...

... every 20 seconds.  Lawyers needs these instructions.
