Yes - you don't even have to jail them.
Each one needs a unique IP address to listen on, as telling
clients to use a port other than 53 isn't an option.
I've never seen anyone with a convincing case for more than
4 copies of BIND on a machine, except maybe scaling BIND 8
on a multiprocessor box, but we have 9 now for that.
