It doesn't matter what WHOIS says, the payments web page says that they owe
$70. That's the price for the first 2 years, isn't it? So it seems like
they never paid the initial registration fee.
Since you work for an ISP, I suggest you become familiar with NSI's payment
web page. The URL is <https://www.networksolutions.com/payments/>. Enter
the domain and it will tell you how much they owe.
