Secondary DNS question

Hello,

I'm running BIND 9.1.0 on a Debian Potato system. I'm trying to pull a
secondary zone file from a Windows NT machine running BIND 4.9.7

Is there a trick or should this work? I get the following error in my logs
when I try to pull the zone:

Dec 04 23:05:56.859 xfer-in: error: transfer of 'domain.org' from
66.x.x.x#53: receiving responses: REFUSED

Here is my secondary statement from my named.conf file:

};
zone "domain.org" in {
        type slave;
        file "bak.domain.org";
        masters { 66.x.x.x; };

I also tried playing with the file name. I made it the same as the zone file
name on the primary.

Any help will be appreciated,
