BIND 8.2.3 T4B (RC2) ixfr

I've installed and compiled this version on two (solaris) systems.

in named.conf I've got:

        use-ixfr yes;
        maintain-ixfr-base yes;

as global options.

So far I've not been able to get the secondary to attempt to use IXFR.

I can manually kick off named-xfer with -ixfr on the command line and
that works.

When the secondary receives a NOTIFY from the primary it seems to always
use AXFR.

Anyone have any ideas?
