A strange zone transfer problem

Run named-xfer manually.  It was successful, but automatic zone transfer 
still fails with above time out problem.

What could be wrong???

This is what my named.conf looks like:

options { directory "/named";
};
zone "." {
type hint;
file "named.cache";
};
zone "test.test1.com" {
type slave;
file "test1/test";
master {
123.123.123.123; };
};
