Current Issues with 8.2.x on Windows NT (was RE: 8.2.3)

Hi,
Just to make things a bit more interesting (and hopefully get this situation
resolved sooner rather than later so I don't have to do 8.2.4), I will be
providing a $250 bounty to the first person who fixes and submits patches for
all three of the problems Rip metions below to my satisfaction.
