Quite probably. But they're too many to list here. Read the CHANGES
and README file in the BIND8 release for a list.

You are misinformed. BIND4 and BIND8 shared the same code base. The
last BIND8 releases include DNSSEC support: digital signatures for
verifying DNS data. Could this be what you meant by "a new way of
looking at the problem"? BTW, BIND9 is a complete rewrite and its
internal architecture is radically different from previous releases.
