See RFC 2317, Classless IN-ADDR.ARPA delegation, for how to do
this. Your ISP may also have a preferred naming scheme (RFC 2317
supports multiple ways to do this) so contact them after reading
through RFC 2317.
My prefered delegation is to <start>-<stop>.XX.YY.ZZ.IN-ADDR.ARPA
as it gets around bugs in old resolvers.
e.g.
1.2.3.136/29 => 136-143.3.2.1.IN-ADDR.ARPA
Note you need 4 octets to describe a /29, you had three in your
description of the problem.
