We wrote a few nasty Perl scripts that scp around edited files.
Not the most elegant, but since we wrote it ourselves, we know all the
limitations... we also got to hard-code in our odd directory structure
we decided on.
There are commercial products and non-commercial ones that can store
your information for your zones in a proper relational database and then
create named.conf files on the fly ...
