Problems looking up a domain on another NS?

This problem has really got me wondering. Our dns server is running
Unixware 2.1.2 with bind 8.1.2.  I am trying to access a website who's
dns is housed on 9netave.com's servers.  If I try to lookup the domain
from my server I get this:
mail% nslookup
Default Server:  mail
Address:  x.x.x.x

> www.harrisburgeast.com
Server:  mail
Address:  x.x.x.x

*** Request to mail timed-out
>

If I change my server to 9netave.com server, I get the same thing.
If I move off my Lan to our isp's dns server, I get a response just
fine.  I can ping 9netave's server, telnet to it on port 53 and get an
escape character.  Putting named in debug just shows the request timing
out.  This is the only dns server we have ever had a problem with.  Has
anyone ever seen this before?  I removed our access lists to make sure
the response was not getting blocked.

Any ideas would be great.
