NDC reload problem

I'm trying to run two instances of named on a linux server.  The first
instance is started with "named -b /etc/named.conf", the second is started
with "named -b /etc/named.sec"  each points to a different
adapter/ipaddress/port using the listen-on option.  My problem/question is
how do I issue a ndc reload to only effect the first named instance?  If I
just issue a ndc reload, I get the message "reloading nameserver", followed
by "can't open /etc/named.conf".
