No root nameservers for class IN

This is a know bug with root servers and is fixed in 8.2.2.
715. [clarity] root servers don't need to be primed.
It generates the noted messages but does not effect operations
otherwise. NOTE this comment *only* applies to root servers.
On other servers this message indicates a critical problem.
