Problem with installing BIND 8.2 on HPUX 10.20

You're not using the proper install command. You're using the HP-UX
one rather than the BSD-style one which is included in the BIND
distribution. Fix your search path or set the absolute pathname for
the BSD-style install program in port/hpux10/Makefile.set and rebuild
everything.
