DNS and forward - connections

Hi to all bind - users,
I have the problem, that when the DNS starts, it always connects the
forwarder - DNS and so starts the ISDN - connection -> so our telephone
company becomes richer and richer.
The Linux Box itself resolves names only per hosts - file.
The named.conf - file (RedHat 6.1) follows:
options
{....
forward only;
forwarders {
194.35.35.35;
};
}
zone "." {
type hint;
file "root.cache";
};
The file root.cache is empty -> only the forwarder should resolve the names.
The Win - Clients (these are the clients for the bind - Server) are not
active; also no other network programs like dhcpd, sendmail, httpd, and so
on.
tcpdump says:
ippp0 > 192.168.100.1.1024 > 194.35.35.35 > NS: 22765+ NS? .(17)
192.168.100.1 = ippp0 - Device lokal
194.35.35.35 = Forward - Nameserver
