Yes. If you change its location [from the compiled-in location] via a
controls{} statement, you must SEPARATELY tell 'ndc' via a '-c' flag:
ndc [-l localsock] [-c channel] [-p pidfile] [-dqst] [command [args]]
Of course, 'ndc's new form was still pretty much undocumented, since
it's still fluid.
It would also be nice if it read the controls{} statement; but that
might be a bit much for a little program.
