Strange secondary problem

Hello,
I posted a request to this group a few weeks ago, looking for somebody to
swap secondary for about 500 domains.  Somebody responded, but we are having
problems getting one of the secondaries set up.  It is BIND running on
Linux, trying to pull from BIND 4.9.7 on Windows NT.  All I see in my query
log is the SOA requests, but never an AXFR attempt.
Has anybody seen this before?  It is not a serial number problem, because he
does not have any files yet!
